Background

The Timau dairy development project was a 14 month program aimed at improving rural household income of the smallholder dairy farmers by improving both production efficiency and increasing the volume of marketed milk. ABS TCM, Ltd provided facilitation oversight for the smallholder dairy farmers in Timau through provision of strategic technical support and oversight for sustained improvement of efficiency and profitability of milk production; and marketing to increase smallholder producer income from sale of quality milk. The project’s key objective was to strengthen both the production base as well as the milk distribution systems in Timau/Buuri area targeting 5,000 smallholder producers thereby increasing house hold income by at least 30% and establishing a sustainable milk procurement, bulking and marketing enterprise owned by farmers at two clusters in the Timau/Buuri Region of Meru.

The main objective of this assignment was to conduct an end-term evaluation for the Timau Dairy Project and generate performance indicators for measuring the intervention’s impact.

The specific objectives of the evaluation were therefore;

  • To ascertain the existing situation of small holder dairy producers and service providers in Timau/Buuri areas.
  • To measure the degree of project achievement against the log frame
  • To use base line study performance indicators to measure the interventions impact and results on the producers livelihoods and
  • To make recommendations regarding the initiative for future improvement and sustainability

Expected Out-Puts

  • 5,000 smallholder dairy producers reached with at least 30% accessing productivity enhancing technologies, quality inputs and services.
  • Volume of marketed milk exceeding 8,000 liters per day and sustained through the dry season
  • 21 Business Service Providers capacity built and accredited, at least 8 of the 21 providing new businesses and over 500 cows inseminated to proven quality genetics during the life of the project.
  • 3 milk bulking and chilling facilities established marketing over 8,000 liters of milk daily eventually the milk chilling centers will be partly farmer owned.
